Move LaTeX rendering into a separate plugin

To make sure the LaTex renderer gets the love it needs, while not bogging down the main library (which most people use for the HTML output) with extra dependencies and such, it should be moved to a separate maruku-latex plugin.

The LaTeX renderer does not require itex2mml.
