make completion work for locals

This isn't currently working. The fault certainly be found in the way I'm sending context to compliment in rebel-readline.line-reader

Hey, just FYI, compliment 0.3.9 implements locals completion for unfinished forms. There were no breaking changes since 0.3.6, so it should be a straightforward bump.
