Added first implementation of adjustSizes. Compiles but needs testing

Since I found this package useful for my work but I needed my nodes not to overlap, I decided to work on the porting of the "Prevent overlap" feature in Gephi (see also #7). I though I shared my first attempts at translating the Java code to Python.

This commits compiles and works, but the outcome seems a bit different than Gephi and needs testing.

Sorry for the huge delays, I was completely swept away by other things. I am planning to release the next version of this package this summer so I will look into including these changes in that iteration :) TC
