This is using Safari's native capability of using PiP for any HTML5 video. Chrome extensions already exist to this and Chrome doesn't natively support PiP on macOS. There's also no PiP API for macOS either. Every HTML5 video is the same, the Safari extension just gets over the fact that some HTML5 videos use their own play controls.
