[Bug]: "intercept dumps" keeps auto re-enabling

Bug description

The intercept debug toggle keeps turning itself back on and I think it's each time the app is closed and re-opened. I noticed this when updating the Herd version, but I assume that's because it closed and relaunches. This causes very slow performance of my machine each time it turns back on listening to everything so would be great to sort out. Thank you.

Steps to reproduce

• Ensure intercept dumps is disabled
• Close Herd and re-open
• Intercept dumps has re-enabled itself when opening the Dumps screen
