[Bug]: HerdHelper not responding to IPv6

Bug description

A couple of weeks ago there was some problems with the HerdHelper because of a bad Windows Update (see #1551). Now the service seems to be starting fine, but the logs says that it is denying request from ::1 which is IPv6 for 127.0.0.1 I believe. Visiting http://localhost:5001/status in the browser gives me a 403 and is reflected in the debug logs.

Is anyone else having this issue? It started yesterday on my work machine, and I got the same error today on my own machine.
