Someone in the comments of that video suggested to do

From the bug report I learned this is a known issue when Herd is started directly after completing the installation wizard. Closing and re-opening Herd fixed the problem.

I tried that, doesn't work.

I tried stopping and starting the helper, didn't work.

Can you please stop the HerdHelper service manually and then start the helper in Powershell? You should see some log output there: https://herd.laravel.com/docs/windows/troubleshooting/herdhelper#the-herdhelper-windows-service-isn%E2%80%99t-working

I already did all that in my previous reply and my previous screenshots. In any case here's a new screenshot of me running all commands written in that article in powershell running as admin on windows 11. Those are al the outputs. problem not solved. Sites are still not being created.
