Inconsistent transform gizmo size while scaling viewport

Open the editor and resize the 3d viewport

What went wrong
The transform gizmo scales inversely with the size of the viewport

as it turns out this isn't related to the viewport size, but rather the distance to the camera.
It also appears to be affected by the angle
