Observers cannot be retargeted after spawning

Spun out from https://github.com/bevyengine/bevy/issues/14084, which wanted us to document this limitation.

This should be fixed!

As a workaround, you can respawn the observer :(

Any news on this limitation? I have wanted to basically sync an observer with a relationship a few times.

I think that relationship-ifying things is the best way forward, but if you can figure out safe ways to make the current internals more public I'd be happy to review a PR.
