This PR aims to resolve breaking changes emerging with the upgrade of ureq crate from v2 to v3 following current docs located here: https://github.com/algesten/ureq

I have tested the changes to the generate-assets script locally, and all seems well.

I have tested the changes to the generate-release script locally by running this command: cargo run -p generate-release -- --from v0.17.0 --to main --release-version 0.18 release-notes

It was able to fetch all of the related data without issue, which I believe is an indication that things are working as expected.

With that said, it would be best if someone with more experience in these areas double checked the outputs as this is my first time running these commands!
