Run `cargo update` to update all pending versions of dependencies

Once Rust version is updated and merged - run `cargo update` so that all libraries are updated to newer versions

Make authorize command limited to be run on auth nodes

`pyrsia authorize --peer ` can be run on any node to make any other node with peer_id as authorized. This is useful when testing the network but dangerous for security....
