prevent dependabot from updating arm dependencies

in the Gemfile there is an if block around mini_racer and libv8. Any newer version then specified does not work on arm64 atm. somehow dependabot has to know this and be prevented from updating these dependencies int the else block of the if.

remove if section and use lower version.
