Add mission statement to repository (e.g. README/contributing guidance).

Scope:

the book is for:

  • code for analytical processes
  • code management for analysis
  • quality assurance of code
  • reproducible practices

the book is not for:

  • visualisation/accessibility guidance
  • analysis itself
  • data management/databases
  • data science techniques
  • quality assurance of data/validation

‌DoD: Mission statement is added to the README

Include examples of what is in scope for Duck Book vs what isn't. When this ticket is done, update contributing guidance to point back to the mission statement.
