ubxtool.cc: Fix survey-reset for ublox F9.

Fixes #147 by switching for 'version9' and then using the UBX-CFG-VALSET to set the survey-in mode to '0' (disabled).

Confirmed that this successfully resets the survey session on Receiver 29 (Uputronics F9P 'hat', Raspberry Pi)
