Feature: NoProxyList setting in the InputManifest

Description

Expand the claudie input manifest proxy settings to include optional noProxyList that can be specified by the user to indicate which endpoints should not be forwarded to be handled by the proxy. This can be especially useful for when dealing with private repositories
