Chore: Migrate to OpenTofu

Description

Terraform license for 1.6 and newer is not compatible with Claudie. Therefore, one of the solutions for allowing bugfixes is to migrate to OpenTofu. OpenTofu is getting the right development traction and seems like it focuses on the aspects which are important for future success either in the enterprise world or as an embedded technology.
