Allow creating a tabset with a subset of currently open tabs

Sometimes users want to create a tabset from some of the open tabs, not all of them. Whilst dragging the desired tabs to a new window or removing tabs from the tabset after creating it are feasible workarounds, it would be better if tabs could be selected when creating the tabset.
