Adding a CSS scope option to hallo.

This allows to use different jQuery UI themes within the same page. For example hallo using a different theme than the page content.

Also fixed a minor styling issue with the drop down buttons.

Hi Henry, what is your state on this? I would like to add another pull request improving plug-in configuration and localization. Can't do so until this one is closed. Greetings, Tobias
