Permission files missing

Under Zorin OS, I installed Overseer from the Software Centre. I was getting the error "You don't have the required permissions to change your wheel settings". Following the advice from issue #201 , I downloaded the permissions file from Github and copied it to /usr/lib/udev/rules.d After a reboot the error stoped. I didn´t edit the permissions file.
