support SIGHUP

The typical approach for log rotation with the logrotate package is to move the log to a new filename, send SIGHUP, then compress the old log.

Currently beacon-kit quits when it gets SIGHUP.

It would be great if SIGHUP causes it to close and reopen log files, and would be an improvement to having to do a beacon-kit restart.
