document volunteer time contributions (for project owners)

1. How do we count valid activity time (pull this from Ben's brain or the code?)
2. What are options for project owners to report on this -- we have some at the collection level and some at the owner account level.
3. There is time reporting and activity reporting, cover both.

Those should probably be both written documentation and a video, aimed at project owners.
