page settings redesign

With the new work on HTR job management, we need a place to put the UI for kicking off an HTR job on an individual page. We've decided that should be the page "settings" tab. That tab needs to be redesigned to look like the collection (and work) settings tab, with navigation on the left side.

The navigation categories should be

• general, containing the existing settings of Title + Image + Status
• HTR, containing the yet-to-be-designed UI for kicking off an HTR job (it will be for choosing a service and model, and possibly entering an API key)
