owner account "default" settings

There are some settings that customers use across collections. These are:

• footer
• transcription conventions
• help

Can we create a "Settings" tab for the Owner Dashboard and have these 3 settings there?

They would be stored with the owner model, and whenever a new collection was created by that owner or staff on that account, then would be copied to the collection. It's not live -- changing the defaults only changes new collections going forward. The settings would be able to be overridden in the collection settings.

This may impact "footer" the most, as we put that in the user profile and don't allow it to be edited in the collection settings. The approach above is better.

There should be default values for all 3 of these.
