Rearrange help text section in collection settings

We need to put more emphasis on the help text section in the collection settings so that project owners will put more thought into their transcription conventions and help text.

Sara thinks we should reorder the side nav or move it to the task config. She also thinks maybe we should link to the help tab under the description.

I noticed some customers just put their general transcription tips in the collection description rather than the help text. Some even add the level of difficulty.
