change "inactive" to "read only"

We recommend folks make collections inactive / read only when they are done. Let's change the wording to be "read only" instead of "inactive" in the settings for the collection.

Can we strongly recommend that instead of deleting, you make your project "inactive" (basically "read only" -- no edits or changes allowed, but still visible)  An inactive project does not count against your subscription.  Here's why -- if you delete the project, all the activity statistics are deleted as well, which just might upset your volunteers.  (We all like our metrics!) You can make the collection inactive in the "danger zone" of the collection settings.
