add a "metadata" tab for a work (with metadata description on)

If a project is a metadata + transcription project, we should add a "metadata" tab to go stright to the metadata form, instead of having to page through the work.

(Not sure how this works if it's metadata only -- need to think through that, and see how it works now.)
