downloading letter gives a "this site can't be reached"

As benwbrum, when I try to download a service letter by clicking on the button after getting my hours I get:

I see the letter being sent: I, [2024-02-12T14:33:54.686693 #21787] INFO -- : Sent file /home/fromthepage/deployment/releases/20240208150925/tmp/letter.pdf (0.5ms)

And it's in the directory:

fromthepage@fromthepage:~/deployment/shared/tmp$ ls
cache  data  input.md  letter.pdf  miniprofiler  restart.txt

I'm going to look at our downloadable work pdfs and see where we put those for download.

Change works in dev, but not in prod. Needs more work.
