clone collection settings

Kyle Denlinger of Wake Forest University emailed asking if there was a way to add the same "staff" as owners on every collection. We told him that the other feature that we don't have, but have talked about, is the ability to "clone" a collection's configuration when you start a new one -- so you could inherit the staff members from a previous project.

After discussing, we decided the best thing to do would be to copy the owner list from the previous collection created by this organization/owner.

Another idea would be to copy the transcription conventions from the last project as well.

This effectively gets us "cloning" of the last project.
