Transcriber gets into do loop when trying to go back a page in Safari

A transcriber emailed us that they lost their entire transcription while trying to save it. They also said they get into do loop when trying to go back a page in Safari. They specified that they were using MacOS Ventura 13.1.

I tried replicating the issue on Safari by not saving my work (it would be gone from the page when I went back), by writing a note and going back to the previous page without posting the note (the text was still there when I went back to the page), and by turning off my wifi while I was transcribing and then going back a page (the transcription work I did was not saved). I wasn't getting any errors on my end, so I'm not sure what the problem is.
