Missing option to edit/upload profile picture

A transcriber's photo from their email address automatically got used on their FromThePage account. After we instructed them to go to "Edit Profile", they said there wasn't an option to upload or edit their profile picture. It's only available for institutional accounts. FromThePage also uses Gravatar, which may be why their profile picture associated with their email address automatically gets used on their FromThePage account. They asked us to make changing/editing one's profile picture as an opt-in feature.
