Page image guidelines only needed for file uploads

On the "Start a Project" page, the "Page Image Guidelines" are always visible. However, this information is only necessary when uploading files.

We should make the guidelines only visible when uploading files. We could do this by:

1. Moving the guidelines to be in the _upload partial instead of the _new_work one.
2. Hiding the guidelines unless you have the upload section open.
