Start Transcribing button appearing inconsistently

Susan Gray at LVA emailed us about an issue with one of her projects. The Start Transcribing button appears only for the second document set (Virginia Untold: Registers of Free Black People) and not the first (Virginia Untold: Bills of Sale and Deeds). The Bills of Sale and Deeds document set still has many pages left.
