inactive projects need to be marked

If a project is marked "inactive", transcribers still see status like "needs review" and get frustrated because there is no way to review works in an inactive project.

We should indicate that a project is inactive -- perhaps with a red This project is inactive message at the top or bottom of the description and/or an (inactive) in the title.

We should also consider hiding the status of the work. I'm not sure if that is the correct thing to do.

We should also comment out the "pages needing review" and "pages needing transcription" buttons.

This came up again today with an email from a transcriber trying to review an inactive work.

Let's add either "(read only)" (paid accounts) or "(inactive)" to the title (everywhere) and hide the transcription buttons. If it's inactive we should also hide the search button.
