Remove usage of `jcenter`

[Bintray+JCenter is being terminated](https://jfrog.com/blog/into-the-sunset-bintray-jcenter-gocenter-and-chartcenter/) so usages of [jcenter](https://github.com/bentolor/idea-cli-inspector/blob/master/build.gradle#L4) should be replaced. Thanks for making this great tool by the way!
