I found that the `.rush/shrinkwrap-deps.json` file had different content between runs due to peer deps being slightly different on a couple of dependencies. I'd screenshot it, but they're internal packages....

Running a second `rush update` following the `rush install` seems to work great. Haven't had a single inconsistent run yet.
