SoundHasTimeElapsed/tick speed checks should be rounded up to ~18.2Hz (~55ms)

This is because the SoundHasTimeElapsed check relied on the DOS interrupt for system time, which on most systems would only increment once every timer tick (so ~18.2Hz/~55ms). This should make...
