v0.14.0

Added compile level support for redox OS, with a simple "cargo check" CI check to keep it working. It treats redox as a linux equivalent for now, although I do not think that it is totally compatible for libproc-rs functionality (e.g. procfs), but at least it compiles and later we can work on the redox implementation of some of the methods.
