Release 0.4.0+ for Alpine

Gist: The current version of py-spy available in Alpine Linux's package repositories is 0.3.14-r3, while the latest available version on GitHub (as of opening this issue) is 0.4.0 (released in Nov 2024).

Impact: Users (like me) using Python 3.12+ on Alpine are currently unable to use py-spy easily.
