Ben Eater arduino programer. First 16 bytes do not erase

Hi Ben and everyone. I am enjoying this fun project, on my way to build the 65 bread board computer. This issue is Your code will erase the EEPROM, but it will not touch the first 16 bytes. My EEPROM is a AT28C64B

For me, it does not even touch the EEPROM
