Support Python 3.13

Hi, I'd like to pop a PR to the feedstock to enable support for Python 3.13, but for that we'd have to change the pin on xtensor-python to support 0.27.0 see https://anaconda.org/conda-forge/xtensor-python - would that be OK with you? Many thanks in advance 🍺

Hi @valeriupredoi, yes! We probably need to finish / get in #15 first, though.
