PHP does support (and needs to support) arguments to the script, so if you want to pass an argument like `--something` it is caught by the PHP VM in this...
And as you already have dependencies to some libraries it does not really make that much of a difference.
Support on Windows should not be a problem due to (I think) all crates being written in rust itself and therefore platform independent.
Clap seems to be the best choice currently.
