setbasetime("00:00:00.000") fails

"00:00:00.000" is a perfectly valid base time; it means that the record begins at midnight on an unspecified date.

We use base times without base dates in the MIMIC II Waveform DB; although we can probably work around this bug by shifting the whole record forward a few milliseconds, we shouldn't have to.
