Viewport not jumping to anchor on page reload in Chrome

Description of bug In Chrome (latest), reloading a page with an anchor takes you to the top of the page.

Steps to reproduce Detailed steps to reproduce the behavior:

  1. Go to a doc (example)
  2. Click a doc section from the left nav, you'll be taken to the anchor
  3. Cmd + R
  4. You'll be taken to the top of the page
