Notify the person who made the PR that the build failed or succeeded

Send an email to the person who made the PR telling that the build succeeded or failed. This way people can go do other stuff and just wait for the result in the email instead of refreshing the PR page

@filipeximenes Thanks for the suggestion! Adding a Github comment like @Tadaboody says should be sufficient - that has the added benefit that we won't need to manage email sending (because you can use Github's notification preferences).
