Fix for Android SDK 28

The Android build was failing with React Native 0.58.x. This fixes that.

This pull request is important to us as well. We need to get onto React Native 0.58 for 64-bit support, but for now react-native-picker is not building on this version.

@jrapala This library seems abandoned. No supports for a long time. Meanwhile, you can install this fix with yarn add egodigital/react-native-picker
