Legacy env vars should be False by default in 1.0.0

There are set of variables:

  • CREATE_MANIFEST_ATTRS
  • CONSTRAINT_LEGACY_BEHAVIOR Currently they are true for backward compatibility, v1.0.0 should have them set to false
