Priority queue on client

There should be some way to determine priority on the client. Use caso:

• I have tons of movies (legal, I swear) that I don't watch very often
• I have tons of documents that are super important for work and are edited often
• I get a new laptop and set it up at work
• I should be able to use my documents immediately without having to wait for my movies
• If I want to watch a movie, current downloads should be put on hold

The client should be smart enough to determine which files should be downloaded or uploaded first. One possibility could be number of times it is accessed in a month, or simply by file-type (office documents are more important than music which is more important than movies).
