Use gas estimation with Estimation address 0x1 when relaying from Optimism

We cannot use the gas estimation hack in the relayer for optimism since we cannot do gas estimation with from: 0x1 address. It was already implemented in the relayer but then reverted. Once #1589 is resolved we can go back to this.
