Separate user profile archive and data archive?

Is the long-term plan for fritter to use "user profile archives" and "data archives" separately? (cf. https://github.com/beakerbrowser/beaker/wiki/Dat-Library-and-User-profiles) Has the thinking on this evolved? Fritter seems to violate the idea of "Applications are not allowed to write to the profile archive."

I have taken multiple various passes at the ideas in that wiki and ultimately been stymied by not knowing enough about how real-world applications will work. For now, there's no separation between the two
