"Go fullscreen" of PERMISSIONS not stable

Describe the Bug

Go fullscreen of PERMISSIONS doesn't working when disable to enable .

To Reproduce

1. Loading web has video
2. click "Go fullscreen" of PERMISSIONS enable ->disable
3. click video's fullscreen ,it can't fullscreen
4. click "Go fullscreen" of PERMISSIONS->enable
5. click video's fullscreen and it don't work
